Usurping Powers

.—Russia, Prussia, &c &c— who, under the subterfugal pretence of preserving peace, good order, and good government in the kingdom of Poland, have from time to time, with unhallowed hands and unblushing hearts, seized upon the best and most valuable part of the King’s domains, and are even now, like an equinoctial tide, rapidly encroaching on and overwhelming the whole surface of the country.
